Intervenció a favor del cinema català en el Ple del 22 de febrer

Gràcies senyor president, senyories,

Permetin-me que comenci en la meva llengua introduint un dels elements centrals de la meva intervenció: si el cine europeu i el cine espanyol necessiten protecció i suport de l’Estat, és fàcil imaginar com necessita el cinema català un suport encara més decidit de l’Estat, que té l’obligació constitucional de protegir i promoure les manifestacions culturals en les nostres llengües i que administra uns fons que són patrimoni de tots, i per tant en una part també dels catalans.

A la espera de la reforma del Reglamento de esta Cámara me traduzco yo mismo directamente al castellano (cosa que no deja de ser una dificultad añadida a mi intervención).

He dicho al empezar: “Permítanme que empiece en mi lengua introduciendo uno de los elementos centrales de mi intervención: si el cine europeo y el cine español necesitan protección y apoyo del Estado, es fácil imaginar como necesita el cine catalán un apoyo aún más decidido del Estado, que tienen la obligación constitucional de proteger y promover las manifestaciones culturales en nuestras lenguas y que administra unos fondos que son patrimonio de todos, y por lo tanto también de los catalanes.” Y lo mismo que decimos de los catalanes podríamos decirlo de los gallegos que empiezan a desarrollar también una industria cinematográfica propia.

Dicho esto, quisiera agradecer al Grupo Popular la oportunidad que nos brinda de iniciar un debate sobre el cine y su propuesta de algunas medidas demasiado generales todavía en su formulación pero todas positivas para el sector: ayuda a jóvenes cineastas, revisión de la fiscalidad… Evidentemente cabe preguntarse ¿porque ahora que están en la oposición y no hace un año cuando estaban en el gobierno? Pero no seguiré ese fácil, i indiscutible, camino de crítica al PP. Al contrario me felicito que des del PP se de un apoyo tan inequívoco como en la moción que hoy debatimos a la realidad pluricultural y plurilingüística del Estado español. El talante abierto y comprensivo de la realidad plural del Estado también puede ser patrimonio de la derecha, o al menos de parte de la derecha española, y si es así, y esperamos que sí, es un hecho que puede pesar positivamente en los debates que nos esperan estos próximos meses; empezando por la propia reforma del Senado.

Pero, volvamos al cine. La primera evidencia es que estamos hablando de un sector cultural, de una industria cultural, que difícilmente puede sobrevivir, ante la supremacía norteamericana y ante el fenómeno televisivo, sin medidas positivas de protección y apoyo de las Administraciones públicas, y no es de extrañar que el sector quisiera verse reflejado desde este punto de vista en el espejo francés, ya que mientras aquí el cine español tiene una cuota de pantalla de tan solo el 14%, y el producido en Catalunya un modestísimo 3,35%, el cine francés en su país llega al 40%.

Para que este apoyo al cine producido en el Estado español sea efectivo debe tener muy en cuenta la realidad del sector y debe no solo respetar sino promover su pluralidad. Por lo que se refiere a la industria, a la producción cinematográfica, hoy aproximadamente el 50% radica en Madrid, el 30% en Catalunya y el 20% restante se reparte por este orden entre Galicia y el País Valenciano principalmente. Es decir que todavía hoy tenemos dos grandes centros de producción, una bicapitalidad de Madrid y Barcelona en el sector del cine, pero si examinamos la evolución del sector en la última década constatamos una progresiva concentración de la producción en Madrid y una pérdida de peso relativo de la producción hecha en Catalunya. Las cifras reflejan que entre 1994 y 2004 en Catalunya se han producido una media de 19 largometrajes al año, con una puntas de 29 en 1996 y en 2003, mientras que en el resto del Estado el crecimiento ha sido más continuo y ha multiplicado casi por tres el número de largometrajes producidos en un año.

A la vista de estos datos, parecen bastante plausibles las quejas que emanan desde el sector en Catalunya en el sentido que tanto el ICAA (Instituto de la cinematografia y las Artes Audiovisuales) como las televisiones de ámbito estatal con sede en Madrid en el momento de invertir en productos catalanes se rigen de facto, en el mejor de los casos, por un sistema de cuotas que limita la producción a un número fijo de películas anuales. Y hay que recordar aquí que en la producción de un largometraje los dos tercios de la inversión dependen de las ayudas del Estado y de las televisiones.

Es por todo ello, y atendiendo al peso que aún tiene la industria cinematográfica catalana, y a la existencia de un sector profesional y artístico de indudable calidad en Catalunya, que consideramos indispensable que cualquier Plan de apoyo la producción cinematográfica se elabore en colaboración con los organismos competentes en Catalunya. Más aún si consideramos las competencias plenas de la Generalitat en materia de cultura y el hecho de que desde hace años se desarrolla en Catalunya una política propia en el campo del cine.

Este Plan debe contener, tal como apunta muy bien la moción del grupo popular, un apartado específico de apoyo a las producciones cinematográficas que reflejen la realidad pluricultural del Estado español y muy especialmente las producciones en catalán, gallego y euskera.
En primer lugar porque es un deber democrático, porque es una contribución directa tanto a la pervivencia de nuestras lenguas y nuestras culturas, como al mejor conocimiento mutuo y al enriquecimiento cultural del conjunto.
Este enriquecimiento puede ser notable si sumamos nuestras cinematografias en su diversidad. Desde Cataluña se produce buen cine y se puede producir aún mejor cine; no faltan, ya lo hemos dicho, profesionales capaces, ni empresas; tenemos los temas que nos proporciona una realidad social compleja y una base cultural potente basada en una historia rica y en un fondo literario importante. Lo que faltan son sobre todo políticas coherentes y un apoyo decidido a la inversión y a la distribución de nuestros productos.

Uno de los elementos importantes de esta incentivación de la inversión es la revisión de los aspectos fiscales ligados al cine partiendo de la base que estamos hablando de una industria cultural. (Entre paréntesis, al hablar de estos aspectos fiscales no puedo dejar de hacerme eco de las demandas del sector de que no se grave con el IVA lo que corresponde a subvenciones de las Administraciones públicas.)

Tampoco se puede ignorar la demanda del sector de que los pagos de las subvenciones del Estado se pongan al día, ya que los actuales retrasos de dos a tres años en el cobro de estas subvenciones son extremadamente lesivos especialmente para las pequeñas y medianas productoras que han de trabajar con créditos y soportar unos costes bancarios excesivos, cuando el propósito es ayudar a la producción cinematográfica y no a las entidades de crédito.

Ahora bien, más allá de las subvenciones directas, que siguen siendo imprescindibles, donde se debería incidir claramente es en la cuestión de la televisión. En primer lugar, hay que asegurar el cumplimiento de la Ley de fomento y promoción de la cinematografía y el sector audiovisual, el cumplimiento por los operadores de televisión de ámbito estatal de la obligación de dedicar un mínimo del 5% de la cifra total de ingresos devengados durante el ejercicio anterior a la financiación anticipada de la producción de largometrajes y cortometrajes cinematográficos y películas para televisión europeos, un 60 por 100 de la cual debe destinarse a producciones cuya lengua original sea cualquiera de las oficiales en España. Para ello, en línea con lo que señalaba la ministra de Cultura en su intervención en la anterior sesión plenaria de esta Cámara, hay que crear los mecanismos que permitan controlar que tanto las televisiones públicas como las privadas, especialmente las grandes cadenas de ámbito estatal, cumplen con el 5%. Es necesario que haya la máxima transparencia y que esta importante inyección de inversiones en el sector se haga teniendo en cuenta la necesidad de consolidar los centros de producción existentes y las posibilidades efectivas del sector. Por otro lado, estas inversiones a partir del 5% deberían considerar también la necesidad de un apoyo específico a las producciones que reflejen la pluralidad cultural y a las producciones en lengua catalana, basca y gallega. Producciones para las cuales se debería garantizar una difusión a través de estos canales de televisión de ámbito estatal.

Y hablando de difusión entramos en lo que son las otras dos patas fundamentales para asegurar el futuro del sector de la cinematografía: la distribución y la exhibición. Para ello este Plan de Apoyo a la Producción Cinematográfica se debería acompañar de unas políticas de apoyo claro y efectivo a la distribución y exhibición en todo el Estado de todos los productos cinematográficos que han recibido ayudas públicas y que han de encontrar su espacio de relación con el público, sin el cual todos los esfuerzos realizados serían vanos. Asegurar una mínima presencia continua del cine español, del cine catalán, del cine gallego, etc. en las salas es el camino para prestigiar también una producción que fuera de unos títulos muy contados y a veces a pesar de la buena aceptación por parte del sector del público que las ha conseguido ver no permanecen un tiempo suficiente en las pantallas.

Votaremos afirmativamente la moción transacccionada tal como la expuesto el portavoz del Grupo Popular. Queremos dejar constancia que consideramos más adecuado nuestro redactado del punto relativo al necesario apoyo del cine producido en catalán, gallego y euskera, ya que referirse al castellano como “lengua común”, siendo suave, ni es exacto ni es adecuado, ya que para ser exactos y no entrar en polémicas el castellano es simplemente lengua oficial del estado según el actual redactado de la Constitución.

Por otro lado, quisiera insistir que nos hubiera gustado que figurará con claridad que queremos control y transparencia en el cumplimiento del 5% por parte de los operadores de televisión públicos y privados, les guste más o menos a sus titulares.
