El català a la policia i la Guàrdia Civil

Moció que acabo de presentar a la Comissió d'Interior del Senat:

Exposició de motius

Segons les dades que ens ha proporcionat el mateix govern (respostes a les preguntes escrites 684/001185/0000, 684/001186/0000, 684/001187/0000, 684/001188/0000) excepte al País basc, on a proposta de la Prefectura Superior de Policía, i gestionats econòmicament per la Divisió de Formació i Perfeccionament, s’imparteixen cursos d’euskera als membres del Cos Nacional de Policia, a la resta de comunitats autònomes amb llengua pròpia, l’Administració Central de l’Estat no assumeix ni l’organització ni el finançament de cursos d’aquestes llengües oficials destinats als membres de les forces i cossos de seguretat.

Excepte en el País Basc, doncs, i únicament pel que fa al Cos nacional de Policía, i exclusivament en relació a cursos de llengua basca, que segurament responen sobretot a necessitats de la lluita contra el terrorisme, no hi ha hagut fins avui una política activa de formació dels membres de les forces i cossos de seguretat de l’Estat en la comprensió i el respecte de la pluralitat cultural i lingüística de l’Estat, en el necessari coneixement de les llengües oficials per servir adequadament als ciutadans que les tenen com a pròpies.

Aquesta inhibició de l’Administració Central de l’Estat en un tema tan crucial per a la vida democràtica queda ben patent en la realitat de la limitadíssima, o nul•la, participació de membres de les forces i cossos de seguretat de l’Estat en cursos de llengua catalana organitzats per les administracions autonòmiques a Catalunya, les Illes Balears i el País Valencià.

A Catalunya, segons les dades del govern, d’una plantilla de 4.569 efectius de la Guàrdia Civil tan sols 159, amb prou feines un 3,48% del total, van asistir a cursos de català. Però encara és més greu el reconeixement pel govern que “actualment no s’imparteixen cursos de l’idioma català als integrants del Cos Nacional de Policia”, que té a Catalunya una plantilla de 3.100 efectius, situació que es remunta a l’any 2000 en què, ens diu el govern, “l’Escola d’Administració Pública de Catalunya va deixar d’impartir tots els cursos al•legant l’escàs nombre d’inscrits en anteriors cursos i sobretot el reduït seguiment al llarg del període lectiu”.

A les Illes Balears, on la Guàrdia Civil té 1.672 efectius i el Cos Nacional de Policia, 930, la inhibició arriba a l’extrem que segons el govern “no hi ha constància del nombre d’efectius que realitzen aquests cursos”.

Pel que fa al País Valencià, també ens diu el govern “no és possible determinar el nombre exacte de funcionaris que hi ha assistit, ni els que han obtingut finalment la titulació acadèmica que acrediti la seva superació”, del total de 3.507 funcionaris del Cos Nacional de Policia. Dels 5.730 efectius de la Guàrdia Civil en el País Valencià, tampoc no consta quants han assistit realment a aquests cursos, únicament sabem que “s’han convocat cursos per impartir coneixements de valencià a un total de 100 efectius”; és a dir que en el millor dels casos hi hauria assistit l’1,75% del total de la plantilla.

Encara que se’ns digui, com en el cas del País Valencià, que una part important dels efectius són originaris de la mateixa Comunitat Autònoma i coneixen la seva llengua pròpia, el que resulta evident és que no s’ha implementat una política de formació dels membres de les forces i cossos de seguretat de l’Estat en les llengües pròpies oficials, no se’ls ha incentivat a participar en els cursos de català, euskera o gallec, ni se sap exactament quina és la realitat del coneixement de les llengües oficials per part dels membres de la Guàrdia Civil i del Cos Nacional de Policia.

En aquestes condicions, no es pot garantir el dret dels ciutadans a usar la seva llengua pròpia a la seva Comunitat Autònoma i queda disminuïda l’eficàcia de les missions que tenen encomanades les forces i cossos de seguretat de l’Estat.

És per tot això que, el Grup Parlamentari Entesa Catalana de Progrés presenta la següent

MOCIÓ

La Comissió d’Interior del Senat insta al govern a:

1 Incorporar en els programes de formació dels membres de les forces i cossos de seguretat de l’Estat, especialment en els programes de les escoles i acadèmies on es formen, el coneixement de la pluralitat cultural i lingüística de l’Estat, del reconeixement constitucional i estatutari d’aquesta pluralitat, i de la legislació que garanteix l’ús de les diverses llengües pròpies d’algunes Comunitats Autònomes (Constitució, Estatuts d’Autonomia, Lleis de Normalització Lingüística, Carta Europea de Llengües Regionals i Minoritàries).

2 Organitzar en totes les Comunitats Autònomes amb llengua pròpia cursos d’aquesta llengua adreçats específicament als membres de les forces i cossos de seguretat de l’Estat.

3 Incentivar l’assistència a aquests cursos.

4 Primar econòmicament el domini suficient de les llengües oficials per part dels membres de les forces i cossos de seguretat de l’Estat.

5 Tenir en compte els coneixements de les llengües oficials per part dels membres de les forces i cossos de seguretat de l’Estat. en el moment de distribuir els efectius, especialment en el moment de cobrir les places estables de relació amb el públic, de manera que a les Comunitats Autònomes amb llengua pròpia es garanteixi que sempre hi hagi almenys un funcionari o un agent amb coneixements suficients d’aquesta llengua per atendre els ciutadans independentment de la llengua oficial que utilitzin.

6 Incloure com a mèrit en els concursos per proveir places de funcionaris i agents de les forces i cossos de seguretat de l’Estat i en els concursos de trasllat l’acreditació del coneixement de les llengües oficials.
